What would a dirty-assed Xenon with mylared playfield that looks to be in good shape with a nice backglass and cabinet but bad CPU be worth?

What are they asking for it? If you know what they're asking this should be the first thing you tell us.
Xenon is a desirable game. Easily $1000+ in nice restored condition. To answer your question I would be trying to get it as cheap as possible. The bad CPU is where you might be able to get a deal. A non-working pinball is not desirable to the vast majority of people who would be interested in it working.
If by bad CPU you mean the board itself it's going to run you ~$250. If the rest of the cabinet is diamond I'd say $600. If it was 100% working and shopped out $800-$1000.

most likely replacing the bridges, fuse holders and header pins on the power driver board
