I am trying to program some bipolar proms with my xeltek superpro 5000E, it has the capabilities to do so according to their website. I picked up some bipolar proms on ebay, but they are not passing the blank check (shows error). I was told by the seller that two were new (Dm74s571) and the third one is new old stock (AM27s13). I have never tried to program proms before so I don't know if it is the proms themselves or something I am doing. The programmer does read them and comes up with an okay message and when I check the buffer there is something there. My question is if they are blank, what should the buffer show? I am suspecting the proms are bad. I have programmed ofther IC's with no problem .

If they fail blank check they are most likely not blank. If you read them take a screenshot of what the buffer shows and post here, but as @braedel said above, I'd guess they aren't blank either.
