X-men COTA no Q sound or mono sound

Alright I got a basically free X-men COTA board set and the game plays fine but there is absolutely no sound. Not even a squeak. I have tried using the mono sound right from the Jamma harness and Ive tried using the Q-sound hookups. I do know the mono sound from the harness works because I have my SF II in the cab. Have confirmed multiple times since.
I have tried changing the sound settings on the menu, tried turning the volume up or down from the board which oddly does nothing. On the game menu, it says the volume is on 86 but when I press vol up or down the number doesnt change.
When I run the test everything on the board says OK, even the sound ram??? I cleaned the board and connector, didnt work.
Anything else obvious Im missing? Do these boards have any common sound problems? Is there some kind of timed battery for the sound like the suicide battery? He said the game hadnt been played in about a year. Thanks.
 
1. You have to match the settings... Both by stereo/mono and the number of "Chutes"

2. Audio via the rca connector is very low...
Crank it up.

3. Check to make sure that +12v is going to both pins.
 
I have matched mono/stereo. Sorry. I dont know what chutes are.
The volume doesnt go up or down but it says its on 86 which Im assuming is high/loud.
It has to have power because my other boards work and Ive tried this Xmen board on 2 working cabs with sound and nothing.
