I have 2 of these boards that are 'f-ed' up.

Iv decided to start with the one that works pretty well, but has bad graphics. It passes the self tests, so i am assuming the RAM and ROM chips are all ok.

I have reseated the ROMs and the issue still persists. All the 'static' graphics seem to be fine... but any animated graphics are 'glitched' (lines threw them).

Any ideas (channelmatic) ?

Start-up self tests are different than the ROM tests run from the test menu. You must run the ones from the test menu to determine if all the ROMs are good or not.

If they all test good then you have an issue with one of the customs - either poor soldering or a bad chip.
 
As Channelmanic says. In addition, could also be one or more damaged traces - I've seen quite a few Konami boards of this era with similar graphics problems which turned out to be due to a tiny blob of corrosion on a trace which had broken the connection.

There is definetly corrosion on this board...
 
Here are some pics...

Turns out that you were right Channel... sorry for the big pics.

I looked for some bad traces and solder joints... Also reflowed the solder on IC 1L. Same crap...

I did some 'tapping' and rubbing on the ICs but it made no difference. I think the IC is just no good.

How would i go about testing one of these RAM / ROM chips ? I have a few other Konami board sets that i can swap ICs. Would my logic probe help in this case ?

1L looks like an 8Mb EPROM...

Check the address lines going to it for a dead one. Looks like an address line issue since the graphics are being repeated.
