WTB QBert PCB or Repair

I have a Qbert pcb that draws the +5 volts down to +1.5 volts. I have no clue what the hell is wrong with it so...I'm looking for either a fully working pcb or someone to help by repairing my board.

Before I rebuilt my power supply I was seeing garbage on the screen and now I get nothing.

Was the 5VDC line working before the power supply rebuild? Sounds like it was doing something....might want to double check the rebuild work.

I checked the pinout and the way P4 was plugged into the power supply. The white wires are on the left side and the white with blue striped wires on the right. Testing the harness plug has the +5 in the right spot.

Is this correct?

White and blue on the right side sounds correct to me. I compared it to one I have here.

Just for the heck of it, power the game off and take a resistance reading across the +5 and ground terminals on you board. I measure 340, 360 and 420 ohms on three non-shotred ones I have here. If your readings are lower it could indicate a shorted component. If not then it could still be a power supply issue.
 
Again, post a picture of the top two headers of the power supply board. There is one that gets plugged in backwards often because the wires come in at the top of the IDC connector instead of the bottom like the rest do. This particular header carries ground and +5.
 
Riptor is right, if this is backwards everything else will appear to work until you plug in the main pcb, then zip.
