WPC 89 Getaway Sound Board Issue - Volume Too Low

I am working on a getaway pinball. Specifically on the sound board. When the sound is turned all the way up, it is more of an appropriate room level. It should be way too loud when turned up all the way.

If I put another sound board in, it works as it should.

I have replaced or swapped out:
lm1875 amp
u2 mc3340 attenuator
u7 tl084 opamp
u8 tl084 opamp
u10 ym2151 sound gen
u11 ym3012 dac

Good 26v going to the main amp

All regulators read good under load. 12v, -12v, and 9v

The big 4700uf caps look okay. I ordered them anyway but I am skeptical

At this point the only thing I see to do is start ohming out resistors.

Did you re-flow the connectors?

Did you measure resistance (power off) between the pin and the connector?

You've replaced all the usual "suspects" and aren't getting the results you expect. Maybe you have the wrong problem statement?
