Would a cap kit fix this WG K4901?

I found this Vs. Excitebike conversion on a curb and got it up and running, but the monitor is not filling up the bottom part of the screen and there are lines going across the screen.

I just got my first soldering iron for Christmas and wanted to know if a cap kit would fix this. I saw Ian Kellogg has a cap kit for $9.

Any guidance is appreciated :)

the lines in the green graphics look more like a game board issue then monitor. any monitor especially of that age will always benefit from a cap kit if its never been done. i have the cap kits with 100% nichicon 105c low esr high hour caps if you need.
 
take a pic of the chassis.

your image appears to have the same fold over as a Sanyo does.

if it has never been capped, i would start there first.

you should also look at all the eproms on the VS board to see if they need cleaned and reseated.

also check your +5vdc on the PCB to see if it is low.
