Winner's Don't Use Drugs Screen

Ok, this might be a weird question, but what was the deal with the Winner's Don't Use Drugs screen that appeared on games around 1991-1993? As far as I've been able to find out, there was some federal mandate stating that it had to appear on all games imported during that time period, but as best as I can tell, despite being well remembered, it didn't actually appear on all that many games. It comes up when you first boot up WWF Wrestlefest, and some of the later Konami titles, but I can't really recall seeing it on much else besides that, but maybe I'm wrong. What about the Recycle it, don't trash it logo, I recall seeing it, but even less frequently than the drug slogan. Did only certain companies abide by the mandate, and others just ignore it? Anyone really know?
 
It'd be fun to make a list of games it shows up on, if there isn't one already.
 
The best is during the Time Traveler attract mode. Marshall Graham appears on the screen and says, "Remember, kids. Winners don't use druuuugs."
 
Yeah, I think it was a Ronald/ Nancy Reagan thing to counter what they thought was increasing drug use in young kids (who apparently were playing arcade games). I thought the first run of them had Reagan names on them, then the later screens had like "FBI" or something accompanying them.

Yeah, you have it about right. I think most JAMMA games from the late 80s to early 90s had it.

I remember seeing it on games as a kid, but it's like the FBI warning before movies, you don't even notice and hope that you can skip over it. It's more of an annoyance than a nostalgic thing for me.

I just want to watch my movie or play my game. :)

Its on my 1994 Corvette pin too. It does not come up all the time though. States:

"Say NO to drugs" And the NO flashes rapidly.
