Williams (Joust, Robotron, etc) bank switching w/Fluke

I'm trying to switch the rom in at 0x0 so, based on info I found on the net, I write a 1 to C900.
However, any subsequent read is coming from RAM (confirmed by writing a value and reading it back).

I haven't looked at the watchdog circuit yet to see if that might reset the hardware that does bank selecting ?

Has anyone here done this ?
 
Well, for those in the future lucky enough to have a Fluke and a 6809 pod... the answer is....

Yes.... the watchdog resets more than just the cpu.

I disabled the watchdog by cutting the WD 'jumper' and writing to C900 with 1 gives me access to all the ROMS, and writing to C900 with 0 gives me access to all the RAM.
