Williams Comet a step backwards?

So I was looking at Williams SS and noticed that it was made prior to Williams Comet and that it's a Sys 9 as well. This makes me wonder why was Comet made with so little features and such simple gameplay? Comet is still a fun game and all but I feel a few more things could have been added to make the game play deeper than it is. Why would Williams roll back the detail put into this game compared to other sys 9 games like SS and Sorcerer?

Maybe not much thought and did a rush job, who knows really. Pinball was hurting at this era. I always wondered why Comet did not have multi-ball either.
 
seems like things in pinball got cheaper from like 83-85 must have been the market.

comet might be a little feature lacking but space shuttle was pretty cool. and it kept growing and changing from that point on

BUT It did have the first 1M shot! Which was a good marketing tool to win over the players....
