The 68010 is pin-compatible with the 68000, but is not 100% software compatible. Some of the differences
were: The MOVE from SR instruction is now privileged (it may only be executed in supervisor mode). This means
that the 68010 meets Popek and Goldberg virtualization requirements.
i never had a 68000 pod for my fluke, and the 2 pcb's
i had with 68000's are all surface mount (SMT) tech,
so troubleshooting is almost futile with modern 1990s pcb's.

It depends on what functions on the fluke you want to use. The bus structure on the them is the same so for doing memory checks/reading writing to memory and memory mapped hardware, reading/verifying roms etc YES you can use the 68000 pod. But they are not object code comparable so you can't use the 68000 pod in the RUN UUT mode or any mode that relies on the pod CPU to run code that was assembled for 68010.
