Will a 49 in 1 joystick work on an 8-way joystick game?

I'm assuming that it will, you'll just not have the capability to control the other directions other than a normal 8-way.
Can someone please clerify this.

No, not typically. The connectors are different, the signals are carried on different wires.
 
In the general case, no (in special cases like the arcade sd board or MAME, you can perhaps make it happen.)

An 8 or 4 way stick has 4 independent switches. In the case of the 4 way, the mechanicals are set up (via a restrictor plate or something) so that adjacent switches physically can't activate at the same time. (This is why weirdness can result using an 8 way on a 4 way game - the software may actually not deal sensibly with 2 switches pressed)

A 49 way stick, on the other hand, has like 6 or 7 wires out of it, and by looking at the pattern of which ones are triggered and which are not, you can determine which of the 49 directions the stick is pulled in. There's no way to wire that up such that a device expecting 4 inputs would make any sense out of it.
