The Wico Corporation catalog number 72-4461 is a raster monitor pattern generator. It is for using with color raster monitors and black & white raster monitors used in commercial coin op video arcade games.
Originally supplied with two pre-made testing cables to feed the signal from the generator to the monitors. One cable was for black & white monitors and the pattern generator passed 120 volts AC through this cable to also power the monitor directly. The other cable was for color raster monitors (standard resolution only, this unit cannot do other resolutions). Color monitors need to powered seperately with an isolation transformer as the provided cable only feeds the pattern generator signal to the monitor.
This pattern generator only generates POSITIVE sync output and was originally intended for use with Wells-Gardner monitors and the Electrohome G07 monitor since they could accept positive sync. The instruction sheet and schematic are here:

I modified mine years ago to a selectable positive or negative sync via a small internal add-on circuit board I built and a toggle switch. I also built an extra cable wired for negative sync.
I'm attaching pictures of my unit.
