why does my extra Tempest board do this?

If I put it in the machine and power it up, and go into the test mode, there's supposed to be different options at the top of the screen for the different types of tests/functions. For example, one says to press fire and zap to enter test mode, one allows you to erase scores etc. You should be able to choose these one at a time by moving the spinner. On this board however, those options at the top keeps spinning on their own. How do I fix that? Or do I just start yelling PLACE YOUR BETS PLACE YOUR BETS!! :)

On rare occasions I have also seen those .1uF caps short causing stuck inputs as well.

D6 would also the be the ls157 Orion mentioned. It's on the aux board.

I don't think it's anything on the aux board bc the problem doesn't take place when my good main board is hooked to it. Guess i'll check the caps on the main board first and see if any have issues.
 
Try reflowing the header for the interconnect cable. It is amazing how many issues have been resolved by simply doing this first. If the header pins are oxidized you should clean (or replace depending on condition) them as well.
