You should really replace the capacitors in the monitor. A subtle shimmy is usually a problem with the horizontal sync circuit, and can definitely be caused by faulty capacitors. I assume that you've already tried wiggling all the adjustment pots, in case one is making poor contact. A rolling bar through the picture can be caused by a monitor power supply filter, which in this case is the large silver can capacitor. You can replace it with individual electrolytics.
The slight electrical smell is normal, especially if the monitor hasn't been used in a while. While you have it apart, clean the HV anode connection, and ensure that the HV diode is making good contact with it's springs. Be very careful with it, however, as these things can get brittle with age. The plasticiser leeches out of the rubber that was used to make the boots out of. They will probably look gooey and be sticky to the touch.
