Who repairs Outrun pcbs?

It would be more economical to find a working Turbo Outrun PCB and use the chips from the Outrun PCB to convert it. Working Turbo Outrun PCBs go for a lot less money than Outrun PCBs.

You will need to change a few soldered in jumpers around on the Turbo Outrun board as it used higher capacity EPROMS. I was able to piece together a good set using this method.

This is a good idea. Is it just a rom swap or do you also have to use the CPU from the outrun pcb together?
 
It is mainly just a rom swap along with the jumpers I mentioned. The Turbo Outrun will have a large FDxxx CPU that will need to be changed out for the one on your Outrun board.
 
Update: I fixed one! Found a broken trace and was able to fix it. Not the cleanest job since I don't have a really fine tip soldering iron but it works.

Whats the difference between these two outrun pcbs I have?

One is connected by ribbon cables and I notice the ribbo cable board has most roms soldered onto the board while the other board has all the roms socketed. They both say "Sega 837-6063-01" which I'm guessing is the code for outrun

Is one regarded as better than the other?
