Did you check your power supply? That is where you start, checking voltages and AC Ripple. If the voltages on the AR or AC ripple from the power brick is > 0.5 vac on the DC rails, the game won't boot.
You need to check this, or you'll pay shipping and find out your board is fine.
the other main easy fault is dirty rom chip legs. clean them and reinstall orientated correctly. If not see the man previously mentioned. damn I sound like the dispatcher on adam 12.

BAD RAM. Read the manual to find out which two locations may relate to what you are describing.
Then buy the RAM from a reputable source, remove, socket and replace them yourself.
