who does board repairs on...

You sure the drivs is working and you have al your voltages? Just saying. Hdd failure seems to be a common theme on those hd based games.
 
Cruisn world is not an HD game. The machine works perfect. I have a Cruisn USA board in it now. I got the Cruisn world board in trade as non working.
 
What does it do?

Are there any physically damaged surface mount chips? (Look for bent pins, etc...)

Any scratched/gouged traces?

Rom sockets - are the ROMs in correctly with no bent pins? And are the pins on the bottom of the board straight and not touching each other?

its completely dead. it does nothing. the only thing i see is it looks like it has had 2 things replaced at l35 and L36. its a shitty solder job too. i have transferred the roms to my off road challenge board and they work perfectly on that board.

fixing repair jobs done by others without the skills or equipment is usually 2-3 x the work.

Look over that board really well in that location for missing traces and since that board is completely dead, I would look at the voltage rails going to them chips.
