Where do I start? (dead cocktail!)

Here we go again!

This time I have a dead Tempest cocktail. All I have done thus far is open it up, fire it up (I get nothing at all - no lights, static, nothing) and test the fuses. F2 thru 6 test good continuity.

I attached some pics. Which bring up 2 questions:

What is the huge blue CAP "taped" onto the wiring loom all about? Is that supposed to be there?!
What is the green disconnected wire from? (Hopefully you can see it in the 1st and 3rd pics).

So far it looks a little bodged and I just want some guidance as to where to start.

Still learning here and just a shot in the dark, but are your high voltage switches positioned to allow the game to get power?

Fuses are fine, that's all I checked so far. I was wondering if the door (lid) switch may be at fault, but I didn't get time to check anything yet.

Where are the HV switches?

I'd like to know where the loose green wire is meant to me connected to though! Its a VERY cramped table... I have only really looked at an Asteroids table before and that opens right up (one whole side hinges down) giving better access to everything. With the Tempest you are going in top down into the small side area, not very easy to see whats going on.
 
I have not seen an interlock switch on an Atari cocktail. First thing I would do is remove that huge cap or whatever it is hacked into the wiring and start to trace all wires and look for other rigged stuff. The start testing the power supply checking voltages at the AR, game board, etc.
 
The Tempest cocktail has a safety interlock switch that cuts power if the lid is lifted, and another inside if the service door is opened. If either one is not closed, the game won't power up. And - of course - the power switch needs to be on and the game plugged in...

Ahhhh, perfect thanks - I fiddled with the main lid interlock to no avail, wasn't aware of the other (though I should have suspected there would be one especially as the coin door is without a lock and therefore doesn't currently close properly!)

I'll take a look tonight.
