There is a cheap Golden Tee 2k on craigslist where I'm at. It starts up and the game plays with sound and everything. But the monitor looks like below. What do you think the issue is and how hard is the fix. I've done some basic stuff like cap kits and the such, so i wouldn't be a novice, but I haven't run into this yet. What do you think. Thanks for the time.

For some reason the picture is sideways, so please tilt head to the left. :)

Could be all kinds of things. Without knowing the history of the monitor (or the make and model) I'd start off with caps.
 
My first reaction would be "What type of monitor is it?" If it's a Polo or Nanao, then I'd most likely pass unless it's super cheap and I already had another monitor ready to pop in. Those oddball monitors can be touch to figure out, especially due to the lack of good resources (schematics, etc).

If it had a regular WG monitor, then I'd feel better about repair and/or replacement options.

It doesn't look a lot different than something you might see if the remote board was disconnected or had broken pots. Could also be an issue with the IC on the board, or maybe just caps. Perhaps someone set the board for the wrong resolution, and prolonged improper frequency messed up something....
