What's the best way to remove a midway joystick?

I'm trying to replace the rubber grommet. For the life of me I can't remove the joystick shaft. I tried WD-40. I've tried PB Blaster. No luck. Anybody else have a tip or trick?
 
some of those midways ive had to actually cut off the centering grommet with a dremel.

but first measure is to make sure e clip is off...
but just soak it with PB blaster and keep trying
id stay away from trying to heat anything up.

For my Galaga joystick I got flatheaded screw driver and a hammer. That was after several sprays of rust blaster... It worked after a little bit.
