Whats best for filling in CP holes

I have a spare Joust control panel. I want to convert my Joust to a Multi-Williams. What's the best product for filling in the holes? Some of the new holes to be drilled will partial take up the same location as the original buttons/controls, so I would need to drill into that product. Bondo, comes to mind. I've used it before on other filler projects but never had to drill through it. What works for you? Any suggestions?
 
Glue dowels into the existing holes and then drill new ones where needed.
I recently did the same thing to a Stargate cp and cut a rectangular piece of wood to fill the joystick area.
I then used bondo to fill any imperfections before priming and painting.
