What to do with "separating" plywood on a pac cab?

I have a pretty solid (structurally) pac cab, but the plywood appears to be separating in a few spots. It clearly needs to be sanded and painted and stenciled.

What do you guys do when effectively the top layer of the plywood is separating in spots?

Do I just sand it down until I get the smooth side I feel is suitable?

I can get pics if necessary
 
Is it bubbling mid panel or on the bottom?

I would get in and get it glued, if you sand it, the separation will continue and the side will be able to be "pushed in".

I actually turned my Pac upside down to allow the glue to soak in and them clamped it.
 
Hey Dylan,

Not sure if this helps, but I usually let slow set epoxy soak in and then clamp the wood between pieces of aluminum and wax paper. Sometimes you have to get creative depending on where the spot is and how you can get to it, but the end product is a composite that is super strong. Slow set epoxy (pot/soak in time is like 3-hours) is the key.

Edit: Also, a heat gun is your friend when getting epoxy to soak in.

Squirt some wood glue in there and clamp it overnight.
You could also try wood hardener.
Don't just sand and paint, it will just continue to seperate more and ruin the paint job.
