What the heck is this?

Hey. I'm new to arcade restoration and repair.
I've got an old G07 that is/was from a Defender. It's dead.
I wanted to repair the chassis and put it back into my Defender cabinet, possibly as a multi-williams.

The burn-in doesn't bother me so much. What bugs me is this caked on the outside of the tube brown stuff. What is that stuff? How do I get rid of it? Windex and elbow grease isn't taking it off. Is Goo Gone safe for monitor tubes? Or is it an artifact of the burn in. Doesn't seem likely as it's on the outside of the tube. I've included a real close up picture of the side (right side) of the monitor.

Or is this burn-in so bad that I should just junk the whole thing?

hard to tell for sure form your pics, but plenty of times I have seen tape or glue residue that was present to hold a monitor bezel (plastic) in place.

take a razor blade to it.
 
Yeah I'd agree with that assessment. The front of the monitor is glass so pretty much anything you would use on your windows I would think would be fine.
 
I always use denatured alcohol on the face of the tube to remove stubborn grub.

Never junk a monitor if you can get it working.
They aren't made anymore.
If the tube goes, someone may have one for you.
If the chassis stops working, someone can fix it.
Better to have some screen burn then to have a game with no monitor and you can't play it.
Most screen burn can't be seen when playing the game.

It may also be brown from burn in. I've seen it happen. Does it appear to be on the surface of the glass, or inside?
 
It's on the surface of the glass. You can feel it.

Yeah I didn't want to junk it.

I ordered a cap kit and I'll give that a shot first. As for cleaning the outside ill try some alcohol first and then maybe goo gone.
 
The screen surface is just really, really thick glass, so anything you'd feel comfortable with using on your glassware or windows in your house is fair game. Go nuts!
 
Yea I agree with everyone here. Personnelly I would use a razor blade. It will not hurt the glass at all and it will take it off fast... if it on the outside of the tube. then use 409 or any window cleaner to wipe away the fine dust..
 
Yup. Goo Gone and lots of scrubbing, took it off! Looks great now. The burn in isn't so noticeable now with all the gunk gone.
