What symptoms will a lack of -5v show?

Hey all, I've been trying to test out a Robocop board on my JAMMA rig, and everytime I turn it on, the screen is scrambled, with weird characters and has wavy distortions onscreen. I checked my harness and noticed it isn't wired for -5v, whereas the contact for -5 on the solder side of Robocop isn't a dead lead so I assume it requires it. Would that lack of -5 cause the issue I outlined above?
 
the front of the manual shows a -5v, but the back of the manual shows that it doesn't have one...not sure one way or the other

Yeah exactly, the manual is zero help. I tried soldering a -5 wire from my switcher directly to the contact on the pcb, and it shows the same distortion. So I dunno, this may be a bad board (luckily I got it for free lol)
 
Most of the time I can't get a JAMMA board to boot if it needs -5 and it's not hooked up. Other times the -5 is only used for sound and it'll still boot without it (although with no sound)...
