What should I offer for this Frogger?

Saw an ad on Craigslist yesterday:

FULL SIZE "FROOGER" ARCADE GAME...Needs Restored...MAKE OFFER

Bought this at an auction and when we got it home we found it was bigger than we thought. The cabnet needs restored and the video unit is out. You can hear the game playing and all controls seem to work, there is just no picture on the screen. We have already removed the monitor so that we could price a replacement. You can get a good used monitor unit for around $200 online. These are worth alot when they are restored. You can always just fix up the outside and have a nice game room piece. Either way it was bigger than we thought so we can't keep it. Make me an offer.

Here's the response I got from the seller on a couple of questions:

Yes I still have the Frogger arcade game. I'll answer your questions in order. The cabnet does need work, it does have water damage, Mainly on the back and toward the bottom. I do have the original monitor that came with the game, we took it out ourselves. The monitor did not work when I bnought it at the auction. You can hear everything else working on the game when it's powered up, there is just no video. The electrical board on the back of the montior is actually broken and when you try to hook power to it it sparks on the board. I've attached the photos that I posted so that you can see them better. I don't have a better camera.

Not sure if I'm up to this challenge. Still haven't dived into my first cap kit yet! It sounds like I'll need to replace at least the monitor chassis and do some major structural repairs on the body. I might make a lowball offer and see if he bites. What do you all think? What are some pitfalls to watch out for with a Frogger?

I certainly don't trust the black that I can see on the cab. I would buy it, save the parts, ditch the cabinet (before you damage your own house with whatevers growing on it), and wait for another cabinet to come along. Froggers arent terribly rare.
 
Weird.. that cabinet looks like plywood, with the remains of woodgrain laminate/vinyl over it. I've only seen particle board Frogger cabinets.
 
Look at it 2 ways, first add what it will cost you to repair to what you think you will pay for it. Then, assuming everything you estimated for repairs was totally wrong and you want to get away from the project what could you part it out for or resell it for.
