I hope this is in the right place and not too annoying. I was thinking the price as a tad high, but I may just be ignorant. Do you think a Ms. Pac that has been painted black is worth $400.00 or should I hold out for something better?

I have seen the machine and the cabinet looks fine. It does have a nice looking control pannel, bezel, and monitor. The game itself runs fine. I all it really needs is a good cleaning and a paint/stenciling job. Would this be a rip off at this price. This would be my first machine. The only other thing I have right now are some Naomi setups running on a bench.

The only other Pac/Ms. pac machines I have seen here have been priced over $1000.00.

I wouldn't pay that much personally. Stenciling is a big job and the stencils themselves cost a fair bit, if you can even get them.

You might be surprised, and the original artwork may still be intact under that black...

$400 is all up to you, ppl have way diff views of what a $400 Ms Pac is. If you like it then get it, its all up to you. Good Luck.

I think there are a lot of considerations in this. Could you restore one yourself? Are you buying it for looks, or just to play? How is the board? Did the previos guy do anything there?
Midway cabs can go for $150+ Then there is monitor etc. You can also find situations were someone is dumping it because it won't fire. Only to find out wiggling the edge connector or changing a fuse fixes it. I would say one with decent sideart in working condition should fetch $450-$550 and a perfectly restored one $700-$900. Of course others may not agree.
At the end of the day you have to decide what it is worth to you.
If you are planning on making a profit in the near term $400 is way too much.

based on your description of the game $400 is a fair enough price.

certainly not "way too high"
