Actually, the picture is of a tantalum capacitor. Tantalums tend to age better as they don't lose capacitance over time like electrolytics do...but when a tantalum fails, it tends to do so most nastily.

This appears to be somebody's attempt as a pulse stretcher -- introducing an RC time constant to stretch out the low time period.

Williams system 3 to 7 had these on the slings and pops switches.

That's what it came from (Williams System 3 pop switch).
Will a regular 22uf 15VDC electrolytic cap work in its place?
