Yeah, it has two pins in that connector that are used for the same thing, because some older monitors wanted composite sync connected to both H and V syncs. That monitor you have accepts composite sync directly, so just connect Sync to either of those wires.
Right now, you have two problems. One, is that your monitor has no vertical deflection. This is more than likely due to a bad solder joint - very common in this area of the monitor. Check the solder joints around the pins of the yoke connector, as well as the vertical transistors. The monitor should display a blank screen with no video or sync input, and if you crank up the brightness you should be able to see a fully scanned raster.
The other problem is that the game doesn't work. The game should play, with sounds and everything, even if no monitor is connected. The "lamp cord soldered to the board" is very common on Pacs, because the poor quality egde connectors burn and operators hack them to keep them going. Bob Robert sells a Pac edge repair kit that you can use to solder a new set of fingers onto the board. It comes with a replacement edge connector for the harness.
Also, check your fuse holders. Pac fuse holders suck, and break very easily. If they look corroded or are starting to crack, you should replace them. Again, Bob Roberts has a Pac fuseblock repair kit.
