What? I don't even.... sometimes it's just that simple.
Gunbird (kit-only game, so obviously a conversion -- later found out it originally was a Midway Tri-Sports) sold "not working, AS-IS". $99.99. I go back and forth with the seller a couple times trying to get a vague idea of the issue. Description: no signs of life -- no monitor whine, no humming, no game sounds, nothing. "All right", I'm thinking, "rat chewed through a wire, or maybe the monitor chassis wasn't isolated and blew a fuse. Sure, what the hell.". So I pick it up, get it home, start probing around with the multimeter. All the fuses were good, couldn't find a wiring fault anywhere. So I figured the filter block was at fault. Nope, that tested OK too...
You know what it was?
Stuck that wire back in, and it fired right up. Wow. Just wow. It literally took more effort to open the back door than it did to fix it.
