What Goes Between CPO and Stargate Joystick?

I'm restoring a Stargate control panel. I just applied the overlay, but there's about a 1/4 inch gap between my metal joystick housing and the control panel overlay. What is the overlay supposed to stick to above the joystick? It seems I'm missing something.

I saw some pictures of those online. Wouldn't the overlay stick to the dust washer then and not allow the washer to move? The dust washer's opening seems to be only as wide as the joystick shaft, so it seems like the washer would need to slide freely. The only solution I can think of is either cutting this section of the overlay out, or leaving the paper backing over this area. Does anyone know how it's supposed to be?

If I recall correctly there a little channel that the dust washer sits down in on the cp so it doesn't stick to the cpo.
I thought the same thing as you when I re did my cpo but it worked out.

So if I understand this right, the overlay doesn't stick to anything there, just hovers above the washer? Seems like a poor design. Seems over time, the overlay would develop stress cracks there from people's fist resting on the control panel, while using the joystick.
 
A lot of Williams CPs of that era had a metal plate of some kind. The "layers" around the stick goes as follows: CPO, metal plate, wood/dust washer, joystick. Some of those dust washers are like a cardboard too, not a plastic. Not 100% sure on this one but below you can see an example of a Moon Patrol cp I restored.
