That would be a card reader made by Intercard. Mainly used in FEC's instead of tokens. As having only the one reader it is pretty much no value what-so-ever, even if you had a card to go with it you would still need the reader to be on their network to use it.
BTW its not really all that old of technology, that is still used in many FEC's. However they do offer newer versions.
The only way you will be able to make a buck on it is to sell it back to the FEC, if they still wanted it.
As someone who works at an FEC with a card system...
...it's utterly worthless. You may be able to send it back to Intercard for a credit (some companies keep old stock to support FECs that still have old equipment) but you won't get much for it. Often these units are locked to a specific facility -- they need to be reprogrammed to be used by a different FEC. Worse, it looks like you're missing half of it! There should be a second part, either a plastic/metal box or a bare PCB, that mounts inside the game, that has the coin relays and whatnot.
