What do I do to fix this monitor issue, PacMan

Hello everyone! This is my first post on this message board. I recently scored an origional Pac Man in a uncoverted Midway cabinet. I was so excited. I got some contact cleaner and cleaned out all the connections and reseated the rom chips to get it to come up. It comes up every time now without fail. The only issue is this horizonally scroling dim section that scrolls from right to left. To clarify the issue I recorded a short video with my iphone and posted to youtube.

Is there anything I can do to fix this?

You might have one fuse still blown on the fuse holder. Test with meter(continuity)
Your edge connector or board edge connector needs repair, which you need to do is solder directly to board the power wires on the the left side of edge connector.
Get rid of the interference board if that is still connected to the edge connector of the pacman board.

Replace the fuse holders and edge connector. If it has the filter board still, throw it away. Removing the filter board alone may cure the problem. I would replace the fuse holder reguardless.
 
You guys solved my problem. I did not even realize how bad the hum was since the volume was turned down on the board.

I had 2 blown fuses verified by using my meter. Both fuses still had that strand in the glass even though they were bad so it was hiding. I cant believe the game powered up with 2 fuses blown... I replaced them and removed the filter board also. After taking away the filter board I can now crank the volume up all I want! I am so happy now that I put the back board onto the cab and pushed the game against the wall. :)

Did you replace the fuse block?

The game will usually still boot and play with one fuse blown but will randomly reset.
