What did I do to my monitor?

I made an adjustment to my monitor to fix some colors, but I don't understand why it worked. Can someone explain the adjustment described here?

The background on the title screen of my Jungle King was black. Every version I have ever seen (in MAME or otherwise) has a green background. I thought maybe I had a different ROM set because the music at the end is different from MAME. I reseated the ROMs just to check, but nothing changed.

So I looked at the monitor and noticed a label with different controls for colors. I messed with the green drive and red drive, but it only slightly changed the color of the white text. Then I turned the GRN CUTOFF and noticed the whole monitor turn green. I tweaked it until it looked right. Why did it only change the black to green? There were green colors during the normal game play.

The tube has a little burn from another game and all the caps on the monitor chassis look new. The serial number on the tube and the chassis are the same, so I don't think a tube swap was done. Is it normal to have to adjust the monitor when moving from game to game, or after installing a cap kit?

I have a decent bit of experience with electronics, but almost no experience with monitors. Can someone explain what the cutoff (and drive) controls do? Are these controls common to most raster arcade monitors?
