What causes a flipper to partially work when it hits the ball?

Ive been playing my Vector and the upper flipper will only 'flip' half way when it hits the ball or 'is under load'
No ball=Full Travel

Ive had the entire assembly apart, cleaned, adjusted.

Is it time to do a coil resistance test?
Thanks in advance.

Sounds like the stronger winding on the flipper coil might be open. Could also be caused by dirty contacts on the EOS switch on the lower flipper that powers the upper flipper.

Thanks for the great starting point

I would definitely check the EOS switches. Move the flipper by hand slowly, and see how the switch contacts are.

While you are there, you might as well check to see if the flipper is bushed on the end of the plunger.
