I otherwise have no idea. I've never seen one like that. If there are any tags on the back, it may clue us in. Edit: Woah! Wrote this before Prairied replied.

I think the name is Sega Naomi Universal but a US release and not a candy cab. I've seen a bunch of them and they were made by Sega. The front is sorta like a VF cab so I imagine they used the same builder.
