WG6100 - Kicking my butt - HELP!

Posted before but still have not got this running yet.

1. Plays blind
2. Replaced all caps with Bob Roberts delux kit (not all resistors were replaced)
3. Resoldered just about everything on all boards
4. checked chasis transistors and they are ok and have no connectivity to chasis
5. Getting 180v and 23v on P900 (should be 28v not 23v)
6. No fuses are blowing
7. Has LV6100 installed
8. Getting dot on screen but is off-center

Help~!!!!
 
Is the spotkiller on? Do you have the +/- voltages on the two side-mount transistor casings?

Spot killer is on.

Not sure which transistors you are refering to. Are we taking about 2N3716 and 2N3792 on the right-side of the chasis?
 
Yes. One should have the + voltage and the other should have the - voltage...
 
What game is this WG6100 for?
Have you checked the Y and X output on your pcb yet?
A pcb can play blind and still not send out the correct video signal.
Since I do not know your skill level...this how to test this item.
Use a voltage meter set on DC. Place the
black lead of your meter on the PCB ground lug. Then with your red lead place it
on the Y or X output lug of the pcb. Check output on both of them.
The outputs should be swinging voltage below +/- 10 volt DC
