I'm new at the whole monitor repair thing, so I need some help. I have a WG 19K7602 which has no neck glow. The troubleshooting chart says to check B+ at IC4, PIN 4 and the neck board P202, PIN 3. Apparently, both should be 130V or less, but both are coming up at about 163V. Anyone know what the problem might be?
Thanks in advance,

try theses options

check your VR its the big transistor looking thing on the big heat sink. if it is shorted that will cause it to go into HV shutdown.

also have you done a cap kit on it that is the first thing you should do.

also read through the k7000 sticky in the monitor section it will have alot of pointers in to follow and do.

there are many solder joints you need to reflow as well most of them are the big resistors on the chassis behind the flyback near the fuse.

start with that and see what happens.

VR seems ok. I put a meter on it and confirmed it isn't shorted.

Didn't do a cap kit yet. All of them look good (nice and flat on top), but I'm not sure what setting to put the multimeter on to test them. Do I need to remove them to check them? Or can I do it while they are on the board?

I reflowed a lot of the joints, still nothing.

Also check the fuse

Fuse is good. I checked the board with a meter and it's getting voltage.

This chassis is notorious for bad solder and broken traces. Check the sticky and go over everything in the circled areas in the pic you'll find there. Add jumpers if there is any doubt whatsoever, even if you get continuity.

And cap it anyway. Not all failed caps will bulge. And if your flyback has white knobs or small cracks around the knobs, replace it...
