WG 6100 HV adjustment

I can not set my high voltage on my Wells Garner 6100 monitor above 14500 volts.
In my Tempest 2 weeks ago, my WG6100 monitor lost the top half of the display. The video was squished down to a 2-3 mm horizontal line. The bottom half of the the display was fine, the game played fine.
I ordered a Bob Roberts 6100 kit along with the "Extra Parts kit for the 6100" I also ordered an Arcade Shop LV-2K board and a HV protection kit.
I installed the entire Bob Roberts kits, the LV-2K board and HV fuse kit. Powered the monitor on, played game 1 OK, In the middle of game 2, POW, the monitor display lost the top half, while the bottom half was fine (same as the original problem) I measured all the chassis mounted transistors, they all tested fine, neither shorted nor open. I then swapped out Q705 with the old one I had taken out. Now the monitor works fine.
I started adjusting the monitor, I set the size (width and height) I set the height slightly smaller than it was to reduce the stress on the chassis mounted transistors. I adjusted the brightness and focused the monitor fine.
BUT when I tried to adjust the HV, I could not set it greater than 14.5k volts. I used a Fluke HV probe connected under the silicone rubber cup to the top of the image monitor. The voltage would vary by tweeking the HV pot on the HV board, but I could not get it to the 19.5K volts the service manual said it should be. Now the monitor is working fine, and I do not want to kick the sleeping dog. But what can I do to get the HV set correctly? Any ideas? or should I just leave it alone.
PS I did not replace the HV board pot.

There's a section on this in the K6100 FAQ, starting on page 32. It stresses ZD902 as the most common culprit, but I just dealt with this issue (and blooming) and it was ZD901, so check/replace both. If those came with the deluxe BR and you installed them, start checking the other components listed in the FAQ.
 
Try changing the HV pot as well. Those need replacing at least 25% of the time for one reason or another
