WG 4600 Vertical hold

I just got my Burgertime working but I'm having a slight monitor issue with my WG 4600 I cant get the Vertical hold to stop rolling slightly left or right. I have tried for about an hour without any luck seems that the adjustment to make it centered is just way to small to make by hand. I'm thinking that the 250K pot for the Vertical adjustment might be bad could this possibly be the issue? So far I have gone over both cards on the monitor soldered all the points and replaced the caps. I haven't replaced 2 caps on the Vert/Horz board because I didn't have them the big 1000uf 35V and the 4.7uf 160V caps haven't been replaced everything else has on the cards. So I'm thinking I might need to get the 2 caps and a 250k ohm pot for it to work does anyone think this will stop the rolling issue?
 
Here's a picture of the boards White wire is Sync that's on the bottom. As far as adjusting the Hhold a little then adjusting the Vhold it isn't working the picture stabilizes some what then starts to slowly roll to left or right then gets a little faster.

You have the wires going to ground and negative vertical sync. If those are both sync wires, then shift them both down one spot...
 
Top to bottom pinout of connector P204 of the video card:

Ground
Negative vertical sync
Negative horizontal sync

Where are the two wires connected to it now coming from?

If your gameboard generates composite negative sync, then on the video interface card both the negative vertical and negative horizontal syncs must be connected together.

ok moving them both down did work. I looked at the schematic for BT and it said nothing about composite sync just -Vsync. I guess the Gnd tan was the other sync wire go figure it said it was GND so I assumed that it was on the GND pin one Guess I was wrong. Thanks for the help everyone now I can actually play the game without that damn screen roll.
