WG 19K72xx HV shutdown with strobe effect in neck?

I have a 7200 series chassis that appears to have an HV shutdown issue. Just makes a ticking sound. But I am also noticing along with the ticking, I am also getting a strobe effect in the neck tube. I don't recall ever seeing this even with HV shutdown. Any ideas?
 
The ticking sound you are hering is the monitor trying to come on. It is turning on and then off. When it does this you will see the heater glow off and on.

These are an in between chassis. Almost a K7400, however still a K7000.

You can isolate the power supply from the rest of the chassis and use a light bulb to check the power supply. Bulb lights and stays on power supply good. Bulb doesn't stay on power supply is the problem

Bulb on you have a horizontal deflection problem. Check the HOT. Probably bad.

That chassis is due for a cap kit if it hasn't been done. There a couple of caps in the power supply section that can cause this also. This is one reason you isolate and check the power supply.
