WG 19K6100 Problem #2 blue intensity

Completely different monitor than monitor number 1. Have traced problem to the deflection board. While watching the attract screen for Tempest, I notice the Scores on the screen seem to change in intensity and or focus. I was thinking it is an issue with the HV but when I swapped cages, it still did it. Changing Tempest boards did not change it either. So the issue is either the neck board or deflection board.. Attempting to watch the image change and follow the HV is nigh impossible with just my two eyes. The thickness of the initials and scores seems to thicken and get a little fuzzy and then a little fuzzier. It is not the High voltage but almost seems to be a mini-blooming issue. Perhaps the blue transistor on the neckboard is bad? You can see a 3-step change in this video: Watch for the second set of scores to show. Yes, I know the intensity is a bit high on the blue.

I will be tackling this in the morning but was hoping someone might have a suggestion first.

If it was mine, I would check the following relating to Blue only

Pots x 2 on the neck
All connections in the harness
Solder pads near the transistor on the neck
Neck: CRT connector pin 11, look for discoloration
