I am currently working on a PACMAN WG 19k4600 that makes a squealing sound from the flyback for about 15 seconds or so...

Any ideas where to start?

Screaming Flyback

Order a cap kit and a new flyback. Install same.

Reflow all connectors.

Reflow any solder joint that looks the least bit cracked or suspect (hazy, dull, or you just don't like the way it looks).

I'd suggest doing this before what ever is screaming lets the smoke out. It never gets easier to fix when that happens, and if it shorts out, it can take other stuff with it (high current flow), which can complicate repairs and make them more expensive.

It is rare for the flybacks on a 4600 to fail...not to say it can't happen.
Are you getting a picture?
 
Its getting high voltage, that's good....Well if it is all original, recapping it is a good place to start.
 
So the fact that the Flyback is making that noise is not a concern?

And if the FlyBack is actually good do you think the CapKit will solve the issue with the fact there is no picture?

Hard telling on both accounts. The fly should not be making that sound? Are you 100% sure it is the fly making that sound? The cap kit very we'll could bring the picture back, but at the VERY least, it will rule out a whole bunch of things.....like I said, if your caps are original, its a good start....
 
Now I did it!!!

I started to take the chassis out to Cap it out and upon further examination I noticed the Core that goes threw the Flyback was broken and the bracket is snapped where one of the nuts would hold a bracket in place.

Is this significant before I start the Cap procedure?

I would have left the flyback alone since there are none being reproduced, I have a few that squeal on start up and have done that for years. as far as no piture on the screen, the pot on your dughter card is what controls sub brightness is probably bad and needs to be replaced.
 
ArcadeCRT replaced my brass tie wire with tie wraps, and it's working fine. I don't think my core was broken.
 
Sorry for the delay, I caped the chassis out last night applied power and hooked up a POW game....
