Ok, let's start from the beginning.

Monitor first had fold over when I got it.

Did a cap kit, filter cap, reflow, etc..

Monitor then was doing the wave.

Pulled the chassis back out, made sure the filter cap was in ok, then put back in to no picture.

Tested the b+ and adjusted it to 127 so that is fine. Am I looking at a voltage regulator or what is the next step. No heat in tube, etc..

Let me know!!
 
Most likely your VR is bad or the headers and pins to the daughter card need to be reworked. Just replace the filter cap and if you haven't replace the paper cap C621.

I reworked all the headers and pins already as well as replaced the C621 cap. Maybe a bad filter cap? That was new as well..

Probably the regulator or a lifted pad/trace at the filter cap
 
I'll look over the traces/pads on the filter cap and go from there. I have looked plenty of times but maybe I missed something
