Wells Gardner 9410 issue

I picked up a MAME cabinet a couple years ago and had a nice 27" flat tube 9410 Wells monitor in it. There was no PC so the thing sat for a while, I eventually pulled the monitor and put it into a Maximum Tune machine. The monitor worked but the anode wire was arching a lot. I removed the wire, cleaned everything and put a tiny bit of dielectric grease under the cup. The monitor worked better but I could still hear it every once in a while making the same sound. I only used it for a couple hours, now I'm swapping it back and found the ground strap wire off, wrapped up and tucked in. I know they usually connect to the neck board but I can't find a spot anywhere on the chassis to hook it. Anyone know where it goes?

it should go to a ground pin on the neck PCB
 
There's no pins on the neck board to connect it to, I looked the entire thing over. The only thing I didn't do was pull the main board to check every inch for one. There is a gray wire from the neck board going to the flyback but I'm fairly certain it's in the right spot.

i would post some better pictures of the whole chassis and the neck pcb
