Weird v-hold issue on k7400

Got this K7400 with a sync/horizontal hold issue. I've tried adjusting the H HOLD pot on the chassis and V HOLD on the remote board and the best I can get the image is what you see in the video. Just a quick history, chassis was sent to me for a full cap kit and reflow/flyback replacement. Did the work, burn in tested and sent back, all good. Owner got it back, installed it in back in the machine it came out of and it was doing this:
Something (voltage spike maybe?) whacked the section in this pic:

R700 and D700 were both torched and cracked in half, Q700 shorted and C732 was burnt and bulging. All 4 components were replaced. Also the ground trace on the solder side that runs under the cap was popped. I repaired the trace and replaced all the bad components. Still getting the same output as what you see in the video. Not only is the image rolling, but it's also "slanted". Anyone see something like this before and can point me towards the possible culprit?
 
sure its all hooked up right, that to me looking like missing sync not reaching the deflection processor? tested with dif signal source?

Yeah, everything is hooked up correct. As I mentioned, after I did the initial work on it, I ran it for several hours just fine. Sent it back to the owner, popped it back in the cabinet it came out of and this is what it looked like. Then same when I put it back on my test monitor.
