Weird issue on Major Havok on WG 6100

I rebuilt 2 of my WG 6100 monitors with Bob Roberts Deluxe kits, and one works great, but the other one seems to work, but has weird issues in the space battle, and other sections of the game. The other monitor works fine, but this one must still have something goofy.

As you can see in the video (ignore the crappy shaky camera), the test screens all work, the game seems to work, but when I get to the space battle, it seems to lose some deflection or something. The top half of the screen collapses. I adjusted the screen height down a little to see if that fixed it, but nope.

Any ideas?


 
Update:

Swapping out known working parts, I have traced the problem to being on the main monitor pcb. Neck, HV, and Chassis transistors are not the problem. Any ideas?
 
The one that is in there, and not working is a 327. The one I put in, and works is a 314 (with a lv2000)
 
Is your +/-28 look good? What's your B+ measure at? Have you checked the Q603/604/703/704 and the accompanying diodes? Check for cold solder on the PTC and the big resistor behind it? Replace the big caps up front?
 
Measuring from the chassis to the chassis mounted transistors I get 25 volt, and -25 volt on the bad board (25.5 and -25.5 on the good one).

B+ is 170v.

I did replace Q603/604/703/704 with the ones from the Bob Roberts deluxe kit. They are new, but still could be a problem I suppose.

Big caps are new. Reflowed the whole board during rebuild, but checked and reflowed PTC again, same result.
