weird Black Knight Problem

I helped a buddy work on his Black Knight today which actually turned out to be mostly cleaning and a few fuse replacements so far. Right now we got everyting to light up in attract mode and can save settings now that we replaced batteries but when we set function 18 to zero for free play and try it, it will not start a game. even weirder is when we manually put in credits and try to start a game you can see the credit counter go down each time you press it, but the game won't kick in. anyone ever seen this before?
 
Yep, checked for the balls and they are set to go. We tried the mpu diagnostic and it comes up with a 9. Checked Marvins guide and that may indicate a IC19 CMOS Ram error. But, it said that may be false as it does hold any settings we apply with the function controls. Weird stuff.
 
if there is a ball ready to shoot, it will not let you play.make sure all 3 balls are either in the upper mutiball location or down at the bottom...
 
When we first looked all three were in in the upper playfield. We moved them all down to the lower trough but still no go. No sounds either when starting a game, just showing the credits going down. Tests on the sound booard all work though.
