Weird 4600

We power it up, neck glows, front of tube is slightly illuminated (like a tv with no video input). No pic from any known working game boards. Tried swapping cards with known good cards from another 4600, same behavior. Adjusting the flyback doesn't seem to change the brightness at all. Usual story..it worked before it was moved, not seeing any cold solder anywhere that I'd think would cause it to display nothing.
 
On a 4600 the control on the flyback is only to adjust focus.

You have a "SCREEN" control on the neckboard and it might be set too low. Don't forget there is also the "Black Level" control on the video interface card.

I assume you have recapped this monitor.

Of course, they're not all located where that diagram shows.
Different interface boards have it in different places.
For example, my 4600's interface board has it upright on the edge of the card (for easy adjustment)...
