Wayne Gretzky 3D Hockey will not boot

Now that my NBA Jam repair is in a holding pattern until a few parts arrive, moving on to the other board in my pile that won't boot.

When I power up Wayne Gretzky 3D Hockey with a known good power supply and monitor, I get lots of lights on the board but nothing on the monitor. Have tried with hard drive connected AND disconnected.

Something is causing the CPU to lock up. The LEDs that are near the CPU (red,green,yellow) won't be on solid if the CPU isn't locked up.

Thanks, still new to the board repair scene, where are some good places to start? RAM? ALso, will this even boot with no working hard drive attached?
 
I don't know if you went anywhere with the board. Most likely the CPU, wit the heatsink near the reset button, must be reflow. You most likely have many broken solder joints
 
probably popped some legs on a surface mount chip. doesn't even necessarily need to be the CPU I don't think, but probably more likely. I'm saying one of the graphic chips could be at fault too.

The Galileo controller chip to be exact. These pins are very very thin :).

I just realized i'll never get to it so better off collecting dust in your workshop than at mine.

i'll even throw in the hard drive if I can find it.
